The Virginia House of Delegates has 14 standing committees, 13 of which are listed here. The 14th is called the Rules Committee and it generally deals with administrative functions of the General Assembly. Please read more about what each committee does and consider joining one of Delegate Glass’s Policy Work Groups to help draft and evaluate relevant legislation.
Appropriations
The Appropriations Committee allocates funding for the state budget and to pay for the costs incurred by pieces of legislation passed each year. If legislation will cost money, it typically must be reported out of the Appropriations Committee in addition to the committee which deals with its actual subject matter.
Commerce and Energy
The Commerce and Energy Committee deals with policy issues affecting insurance companies, power suppliers, banks, credit unions, labor relations, and employment law.
Communications, Technology and Innovation
The House Communications, Technology and Innovation deals with policy issues affecting communications and technology infrastructure.
Counties, Cities and Towns
The Counties, Cities and Towns Committee deals with policy issues affecting the administrative functions, powers, and abilities of counties, cities, and towns. This includes changes to locality charters and local taxing authorities.
Courts of Justice
The Courts of Justice Committee deals with policy issues affecting criminal and civil procedure and penalties.
Education
The Education Committee deals with policy issues affecting higher education and K-12 students.
Finance
The Finance Committee deals with policy issues affecting taxation and financing for the state budget and legislation that contains financial components.
General Laws
The General Laws Committee deals with policy issues affecting a wide range of areas including landlord-tenant rights, alcoholic beverage control, charitable gaming, and the Freedom of Information Act.
Health, Welfare and Institutions
The Health, Welfare, and Institutions Committee deals with policy issues affecting health care facilities, workers, providers, and patients.
Privileges and Elections
The Privileges and Elections Committee deals with policy issues affecting elections, constitutional amendments, and the privileges of appointed and elected officials. Delegate Glass serves on this committee.
Public Safety
The Public Safety Committee deals with legislation affecting public safety, including regulations for correctional facilities, firearms, and law enforcement training.
Transportation
The Transportation Committee deals with policy issues specific to transportation, including regulations for drivers licenses, license plates, and car dealerships.
